Dear Sir,

For record in your Consulate we beg to hand you
the following information appertaining to this Railway:-
On November the 7th. under direction of the late
Viceroy H.E. Chang, traffic was suspended on this Railway, (copy
of his proclamation enclosed) until loverber 12th.
On the 9th. November the Revolutionary flag was
hoisted throughout Canton and reopening of traffic was impossible
as the Railway was absolutely without guard.
On the assurances of the Governor-General that
everything was in order throughout the Railway, an inspection of
the track was attempted on 13th. November but on reaching Sheklung
the train was held up by an armed mob and sent back to Canton. Mr.
Lindsell of your Consulate accompanied the train.
After further assurances had been given us by the
Provincial Government, we again visited Sheklung on the 27th.
November and having found a guard of soldiers posted at each
station resumed traffic on the 28th. November between Tai Sha Tou
and Sheklung. Mr. Combe of your Consulate accompanied us on that
occasion.
The Government could not give us any assurances
beyond this point.
